الحالة الحالية في العراق تَعْكسُ الحاجة الملحّةَ للممرضاتِ والقابلاتِ ذات جودة عالية لتلبية الخدمات الصحيةِ الواسعة من ناحية وإلى الطوارئِ والنزاعاتِ اليوميةِ المتصاعدةِ من الناحية الأخرى. إن العراق يُواجهُ تغيرات مهمة ، سياسية ، أمنية، اقتصادية، سكّانية، وتغيرات اجتماعية. هذه التغييراتِ لَها تأثيراتُ مباشرةُ وغير مباشرةُ على الأفرادِ، العوائل، وصحة المجتمع وعلى النظام الصحي ككل لخمس سَنَواتِ وضعت خطةِ عمل إستراتيجية رسمتها وزارة الصحةِ وكليات التمريض العراقية بالتعاونِ مَع منظمة الصحة العالمية في سبتمبر/أيلولِ 2003 باتجاه إصلاح التمريض الأساسي والدراسات العليا والتي أخذت بنظر الاعتبار إعادة توجيهِ المناهجِ نحو الرعاية الصحيةِ الأولية وصحة المجتمع ، والاتجاه الآخر كَانَ في التخطيط لتُطوّيرَ الموارد البشريةَ ، المنتجة ، والإدارية.
