Under the patronage of the President of the University of Nineveh, Prof. Dr. Osama Ismail Al-Mashhadani, and in the presence of the Chairman of the Parliamentary Education Committee, Prof. Dr. Muzahim Al-Khayyat, along with representatives from the Nineveh Health Directorate, the Iraqi Doctors’ Syndicate – Nineveh Branch, and a distinguished group of representatives from the relevant security departments,

and within the framework of growing interest in the legal issues arising from scientific advancements in the fields of biomedical and biotechnological sciences, the Dean of the College of Law, Prof. Dr. Zeina Ghanem Al-Obaidi, participated in the scientific symposium entitled “Proposed Project of the Human Tissue Committee.” The event was held on Wednesday, October 15, 2025, organized by the College of Medicine at the University of Nineveh.

Prof. Dr. Al-Obaidi’s participation featured the presentation of a preliminary draft for a proposed Law Regulating Human Cells and Tissues, which she prepared based on the latest international ethical and legal standards, while taking into account national legislative particularities and the urgent need to regulate this rapidly developing field.

She emphasized that the preparation of this draft law falls within the role of law faculties in addressing contemporary challenges and providing proactive legislative solutions. She also called for the formation of a national specialized committee to review and further develop the draft in collaboration with the relevant health and legislative authorities.

This initiative represents a significant contribution toward establishing a comprehensive national legal framework governing the use of human cells and tissues—one that keeps pace with scientific progress and aligns with fundamental legal and humanitarian principles.
