In line with the directives of the President of the University of Nineveh, Prof. Dr. Osama Ismail Al-Mashhadani, and under the supervision of the Dean of the College of Law, Prof. Dr. Zina Ghanem Al-Ubaidi, the Continuing Education Unit at the College of Law concluded a scientific course titled “Administrative Contracts and Their Role in Regulating Public Utilities.”

The course aimed to enhance participants’ scientific and practical understanding of administrative contracts and to highlight their importance in regulating the functioning of public utilities and achieving the public interest in accordance with modern legal frameworks.

The course featured lectures delivered by a distinguished group of faculty members:

  • Dr. Zaid Luqman Ismail, Head of the Public Law Department
  • Dr. Maher Hussein Juma, Rapporteur of the Public Law Department
  • Asst. Lecturer Firas Mishhal Abduljabbar, Faculty Member in the Private Law Department

The program addressed several key topics, including the concept and characteristics of administrative contracts, the procedures governing their conclusion, and their vital role in ensuring the regular operation of public utilities and improving the efficiency of public service delivery. The course also highlighted major legal and practical applications related to this field.

The sessions witnessed strong engagement from participants through constructive questions and academic discussions, which enriched the course and contributed to a deeper understanding of the legal dimensions of administrative contracts.

At the conclusion of the course, the College administration reaffirmed its commitment to continuing the organization of scientific and training activities that contribute to the development of legal and academic skills, in line with the University of Nineveh’s vision of supporting scientific research and serving the community.
