As part of the cooperation agreement between the University of Ninevah and the University of Al-Hamdaniya, and in accordance with the directives of the University President, Professor Dr. Osama Al-Mashhadani,
Dr. Abdullah Salem Abdullah, faculty member at the College of Law and Director of the Government Contracts Division at the university presidency, and Dr. Fawaz Khalid Abdulaziz from the Department of Legal Affairs,
delivered a scientific lecture as part of a workshop held at the University of Al-Hamdaniya titled:
“The Electronic Platform for Government Announcements and Tenders and Its Role in Combating Financial Corruption.”
In their lecture, the speakers addressed how the e-procurement platform enhances transparency and facilitates procurement processes, making it an effective tool in combating financial corruption and protecting public funds.
They also explained the mechanism of procurement committees, the financial ceilings for procurement operations, and how committees are formed and changed according to the Federal General Budget Execution Instructions for the years 2023–2025.
