The Academic Promotions Committee at the University of Ninevah is the authorized body responsible for reviewing applications for academic promotion submitted by faculty members and for implementing ministerial regulations and university bylaws related to promotions. The committee examines whether applicants meet the formal and academic requirements, including academic qualifications, the number and quality of scientific publications, supervision of postgraduate theses, academic activity points, and criteria for the rigor and credibility of scientific publishing. These procedures are based on official academic promotion instructions issued by the competent authorities, such as the Academic Promotion Instructions No. (167) of 2017, ministerial circulars issued by the Department of Research and Development, and the amendments and new regulatory instructions implemented as of 28/1/2018.
All academic promotion files received from colleges are reviewed to ensure completeness of documents and required data. Any deficiencies are identified and completed. This stage is referred to as the initial administrative review.
The committee reviews research papers, publishing venues, and fields of specialization. This stage is known as the scientific review.
The committee selects scientific reviewers from inside and outside Iraq to evaluate the research submitted by faculty members applying for promotion to the rank of Professor, while ensuring the credibility and quality of the journals and indexing databases in which the research was published.
The committee examines reviewers’ reports as well as reports on teaching activities and community service, and submits its recommendations to the University Council.
The committee follows up on the work of subcommittees in colleges to address any challenges encountered during the promotion process and coordinates with relevant administrative units to ensure smooth workflow.
Upon completion of the evaluation procedures, the committee holds meetings to discuss promotion applications and issue appropriate decisions, either approving the promotion or returning the file due to deficiencies.
All promotion files are preserved and archived after the issuance of official university orders to maintain accurate and organized records.
The committee is responsible for reviewing scientific journals to ensure compliance with approved regulations and instructions and to verify that they are not predatory journals and are indexed in recognized academic databases.
Application forms constitute one of the most essential requirements in the academic promotion process for faculty members at the University of Ninevah. This section includes all official forms and documents that applicants must complete and submit when applying for promotion, in accordance with the instructions of the Ministry of Higher Education and Scientific Research and the regulations of the University’s Central Promotions Committee.
These forms aim to organize the application process, standardize procedures, and document the various stages of the promotion file, starting from submission at the academic department, followed by approval by the dean and the college council, and ending with evaluation by the specialized academic committee.

The Central Academic Promotions System is affiliated with the Department of Research and Development at the Iraqi Ministry of Higher Education and Scientific Research.

For the Teaching Methods Course to be counted toward granting an academic title, the faculty member must have attended the course after appointment, and it may be claimed only once.
Article (9–First–B) of the Academic Promotion Instructions No. (167) of 2017 stipulates that accredited scientific journals must follow the scientific methodology in editing research papers and that published work must be subject to scientific evaluation.
To verify that the journals in which the research was published meet this requirement, the promotion applicant must attach correspondence demonstrating that the journal applies a scientific peer-review process.

No, they are not. Extracurricular activities include:
a) Supervision of innovation or manufacturing projects
b) Supervision of student voluntary work related to the educational process
c) Supervision of cultural festivals
Yes, this is permissible.
a) Participation in scientific seminars and workshops is not counted as lecturing in training courses.
b) Linguistic editing or evaluation of theses and dissertations is not considered research.
c) Delivering lectures at other universities is not counted under educational cooperation with international universities and organizations.
a) Submission of evidence proving that an official body has benefited from the study, that it addresses a real problem in Iraqi society, and that the study has effectively treated that problem.
b) The similarity (plagiarism) rate must not exceed 20%.

For a single-authored research paper submitted for promotion at all academic ranks (Lecturer, Assistant Professor, and Professor), the paper must be published.
Academic titles (Assistant Lecturer, Lecturer) may not be granted to individuals on temporary contracts under any circumstances.
For those appointed through the Federal Public Service Council with a bachelor’s degree, granting the academic title is linked to the recognition of the degree.
For those who have a university appointment order issued prior to commencing work, the date of granting the title is calculated from the actual date of commencement.
